Radial Blur Frame

Purpose: Creates a frame based on current layer and radial blur effect. Frame is made of two parts: an external large dark border and an internal thin light border. Dark border thickness is 10% of image smaller side, whereas light border is only 1%. The original layer is preserved: in fact, frame is created in another layer on top of it.

Applicable to: Applicable to current layer. Be aware that if you select a layer in the middle of a multi-layered image, another layer might hide the frame layer. Furthermore, if the current layer contains transparencies, you might have an unespected result.
Dependencies: None.
Requirements: Script requires an open document. Script checks for an existing document; if none is found, warns the user and stops.
Interaction: Default is no interaction. If you toggle interaction mode, you can change the thickness of both frame borders as well as the radial blur parameters.
