Applicable to current layer. If a selection exists, the radial blur effect will apply only to
selection. Technique A: create a transparent layer on a background image, stamp a tube in the middle of that layer, and apply the effect on the new layer. You'll get a little tube with a radial blur halo on background image. Technique B: select all on a flat image, contract selection by 20%, and apply effect. You'll get a well-defined frame surrounding the radial blur frame. |
